HPP TITLE 2.png

is a nationally-recognized family resource center in San Francisco that empowers homeless and low-income families, particularly mothers motivated by pregnancy and parenthood, to find within themselves the strength and confidence they need to transform their lives. The agency serves 4,000 families annually, providing a variety of programs and services to help families become healthy, stable and self-sufficient. Founded in 1989, HPP first opened its doors in the closet of a homeless shelter located in San Francisco’s Haight-Ashbury district to help provide prenatal care to women who otherwise would not receive it. Over two and a half decades, HPP has become a dynamic agency with a broader mission: in partnership with our families, break the cycle of childhood poverty.

HPP now serves 4,000 low-income and homeless families in the agency’s 3-story Lipman Family Building. HPP partners with parents to promote family stability through their children’s transformative stages from pregnancy through kindergarten. HPP was the first agency in San Francisco to hire former clients as staff and its evolution has been guided by the community it serves. More than half of HPP’s immensely talented staff of 80 are formerly homeless mothers and graduates of the agency’s year-long Community Health Worker Program, which trains women for careers in the nonprofit sector.

Case Management Services:

Ongoing support for families facing various challenges related to poverty, including domestic violence, substance abuse, parent-child-separation and immigrant status.

 

Wellness Center:

Prenatal education classes, alternative health services, post-partum and parenting groups, with a specialized program for women with high-risk pregnancies.

 

Housing Assistance Program:

Limited, short-term financial assistance and workshops that help families obtain and retain safe and stable housing.

 

Mental Health Services:

On-site individual, couples, family and group therapy for HPP clients.

 

Community Health Worker (CHW) Training Program:

A year-long job training program that prepares economically disadvantaged women for careers in the nonprofit sector.

Community Technology Center (CTC):

Access to and training in computer and internet use, as well as one-on- one support and workshops in job and housing search and resume writing.

 

Family Economic Success Program:

Tax preparation services, one-on-one financial education support, as well as support in accessing public benefits.

 

Childcare Center:

Onsite quality childcare for children while their parents participate in services. HPP also has an outdoor Wellness Garden for young children with specialized curriculum led by child development teachers.

 

EMERGENCY SUPPORT OF BASIC NEEDS:

Assistance with food, clothing, diapers, baby and children’s items, hotel and transportation vouchers in crisis situations.

When Aracely Ortega calls her son Bismarck a “miracle,” she isn’t just referring to the common marvel of pregnancy and birth. The miracle of Bismarck includes the transformation he inspired in his mother.

Aracely was homeless and battling addiction, when she discovered she was pregnant. At first, she couldn’t believe it. Years before, she had been diagnosed with one blocked fallopian tube. Her doctor at the time had told her that pregnancy was unlikely, but here she was single, without the support of family and pregnant. “I didn’t know how I was going to do it, but I decided I would keep my baby,” she says.

It wasn’t going to be easy. Not long into her pregnancy, Aracely was caught shoplifting to support her drug habit and found herself in front of a judge. The judge assured her that unless she could stay drug-free, Child Welfare would take her baby away.

 
 

“I told the judge that I knew I wouldn’t be able to complete a residential program at that time but that I wanted help,” she says. The judge asked Aracely if she would trust her. When she agreed, Aracely was jailed for the remainder of her pregnancy at 850 Bryant.

“I was released from custody the day I gave birth to my son,” Aracely says. Despite the months she’d spent sober, Bismarck (her son) was temporarily removed from her custody, but she didn’t lose hope. She entered a residential program, began participating in services at HPP and visited Bismarck on the weekends. Within a month she had regained custody, and within six months her case with Child Welfare was closed. She says she couldn’t have done it without HPP. “I never get tired of saying that,” she says. “HPP gave me so much support. Nobody here ever closed the door on me.”

Today, with the help of HPP’s Housing Assistance Program, Aracely and Bismarck live in their own studio apartment in the Bayview district of San Francisco. Aracely has been sober for two years, and continues to attend group meetings at HPP. She says Bismarck has changed her life. “All the empty I had – he filled it up, and because of HPP, I can take care of him. This is life," she says.

As we review the past year’s accomplishments and challenges, we are grateful for our successes and emboldened by our challenges.  One large and unprecedented challenge HPP faced involved housing – which is why this report focuses so intently on housing.  For years, HPP helped more than 400 families find and retain housing.  Last year, we were only able to help 200 families. There simply was not enough affordable housing in the city and in the larger Bay Area to house everyone in need. Meanwhile, request for housing support was at all-time high, with 44% of clients reporting homelessness or unstable housing.  Knowing that we can’t serve so many families, HPP has responded by offering Housing Workshops every day. Last year 933 families attended one of our Housing Workshops for support in navigating the housing application process. Families experiencing or recovering from poverty and homelessness need access to integrated supportive services ranging from health support to job training. 

Housing is the first step; maintaining housing and enabling families to thrive is the next step for our clients. The value of holistic support is especially evident in our most vulnerable client populations: those who have recently delivered babies, who have reunified with their children after involvement with child welfare services and those who have become housed after years of homelessness and/or housing instability.  These families need reliable, trusted services that understand how difficult their transition can be – but also how transformative. HPP has learned over the years that for some families, the stability that housing brings can quickly improve family functioning, while others need a longer and more in-depth engagement post-move-in to begin the work of healing and moving forward. This understanding is why HPP’s Housing Assistance Program is robust and responsive to family needs. Historically, 90% of families housed with the help of HPP remain housed 9 months later. 

 
 
 
 
 
 
 

 

In 2016 HPP supported 209 families in overcoming housing barriers by providing funds for utilities, back rent, security deposits, rent, and other forms of support.

Our house, our light

This year’s Our House encouraged guests to share their light, loosely interpreting the Buddhist notion that “thousands of candles can be lighted from a single candle, and the life of the single candle will not be shortened.” The spirit of the evening was reflected in this notion: with the title Our Light, Our House. And the evening certainly shined, bringing over 400 guests onsite to eat, drink and dance the night away.

HPP honored the Family Treatment Court (FTC), a collaborative court for parents involved in child welfare that provides support to families in critical need. FTC promotes family recovery, fosters parental attachment and facilitates long-term family reunification. A brief program honored FTC, with acceptance of the award by longtime HPP partner, Jennifer Pasinosky and additional remarks by Judge Kathleen Kelly. The agency also celebrated the achievements of the FTC's first graduate – and current HPP employee– Eli Parson.

4th annual luncheon

HPP was delighted to formally recognize Kim Bochy, a doula by training, and a natural advocate for access to prenatal care. Bochy partners with the agency in many ways, but perhaps most notably, she helped to launch an annual fundraising event with Amici’s East Coast Pizzeria that brings scores of baseball fans out to the restaurants to meet Giants Manager Bruce Bochy and eat pizza to benefit HPP. 

The event also celebrated the agency’s Community Health Worker (CHW) Training Program, and one of its accomplished graduates Julia Arroyo. Julia is a graduate of the CHW Program, now serving as Program Director at the Young Women’s Freedom Center. Four hundred guests filled the Grand Ballroom of the Fairmont Hotel.

Amici's pizza party

For the 3rd year in a row, Bruce and Kim Bochy, together with Amici's East Coast Pizzeria and the San Francisco Giants, hosted a Pizza Party benefiting HPP.  Giants fans gathered at both San Francisco restaurants for a chance to meet-and-greet Giants Manager Bruce Bochy.  An incredible 100% of all Amici’s sales (dine-in, take-out and delivery) were donated to HPP!  Additionally, the event hosted a sweepstakes for autographed jerseys and generous wine packages.

Regina Carter’s Southern Comfort Benefit Concert

HPP hosted its first-ever benefit concert, featuring renowned jazz violinist, Regina Carter, in February.  HPP supporters and jazz fans filled the Norse Auditorium to see the two-time Grammy nominee play on behalf of HPP families. As a musician, Carter’s achievements are extensive and include a MacArthur Foundation “Genius” Fellowship and nine critically-acclaimed albums.  Southern Comfort is her most recent – and very celebrated – release of folk songs and spirituals through which Carter guides the listener on a journey – musically and historically.  The evening was truly inspired and a testament to the value of collaboration between the arts and social services.
